PvZ GOTY won't run, LOCKED error

I just installed the GOTY edition of the game, but instead of running it gives me a "LOCKED" error:

"This program does not have access to run on this computer. Please ask the administrator to set the parental controls before playing."

I am running Windows 7, have UAC set to disabled and have no parental control options in the Control Panel. Your help is appreciated.

Forgot to mention that I've tried verifying game cache, reinstalling the game, running both the game and steam as administrator and setting the compatibility to Windows XP SP 3.
