The game doesn't load in Windowed mode

Whenever I open up the game in windowed mode it launches a window with a pure white screen and just doesn't ever load visuals. The game does change my mouse cursor but that's it. I'm able to turn it back into fullscreen mode with going into the game properties but I want to run the game in windowed mode.

it helps for me if it doesnt work close the game and open it again and then press the combination

This turns the game fullscreen and I can play it but windowed mode still is just white when I leave fullscreen, it starts playing audio and I can press buttons but it's still a white screen on windowed mode. I don't really want to play fullscreen because there's an annoying visual bug with it where the game is off-center.
