According to PCGamingWiki...

You can get to your Origin files by typing into Windows Explorer "%PROGRAMDATA%" (without the quotes) and going under Popcap Games\PlantsVsZombies\userdata. Copy those to the Steam files.

For Steam, you have to go to Program Files (x86)\Steam\userdata. Under your User ID, find the folder 3590 and remote. You may just have to search in the bar for the folder "3590" in order to find it.
