Found fix for "can't find user file"
For years off and on I've wanted to play PvZ GotY, but always had that error. As others have said, this is a problem with your cloud save files. For me, even disabling Cloud sync was not enough. I ended up fixing this by deleting the files in C:\Program Files (x86)\Steam\userdata\<your id number>\3590\remote *while the game was loading*. I click "Play", then alt-tabbed to a file explorer open to that location, and delete all of the files there. This resolved the issue, however it destroyed all of my progress and I started over from scratch. (Kept my achievements though). It sucks to have lost the progress, but I don't mind playing it from scratch again.
