im sorry but there is no way to do it because Popcap were to lazy to re-engineer the game to pc so they left it like that, its just best to play it in windowed mode

The PS3(2011)/Vita(2012)/Xbox360(2010) versions had 1080p graphics along with versus/co-op mode and more mini-games. They were the last PvZ versions published by popcap.

Is there a way to play it on PC? Maybe no-steam? (GOG or some unofficial patch/mod maybe?)
As it is it's too hard to read the text, and the Steam Overlay is buggy and barely useable because of the too low resolution.
Windowed mode doesn't help alot.

I would rather prefer the game to be displayed prorerly. Besides, the achievements are also available from within the game, even without Steam, and they are quite few anyway.
The only really good thing Steam offers here is a save backup in the Cloud that will be stored there forever (i hope), so i could get all thestuff unlocked if i'll decide to play the game again sometime later, but then again, i bet there are places on the Net from where you can get a "100% save" anyway, so... I'd still prefer a proper resolution over it, if that would be possible. But i guess it's not - otherwise, idon'tsee the reason why the Steam version isn't getting updated with that fix.
