Framerate issues?

Just bought this game not too long ago. I enjoyed it on Xbox 360, good memories. I started it up today and noticed some framerate problems. They're quite distracting. The game will stutter frequently, bringing the actiong to a brief stop. (Yes, my PC is fully updated, with windows 10, and has great specs for gaming. No, using fullscreen didn't make a difference. I tried it both ways, finding the same issues both times. No I don't have 3D acceleration turned on, I'm not even "allowed" to do that.)

I even tried running this amatuer fix, with no improvements.

Can anyone help me to resolve these issues? I would really like this game to run in the proper framerate. It's almost unbearable.

i heard this game has problems with windows 10 try to install a patch online

Good news! The framerate resolved itself. But what patch are you referring too? Just in case other people have this problem?
