You could always make a new profile [not steam] but on the main menu you can, but a Level select no I dont think there is one

Nope, haven't seen one. Perhaps you could use the Survival mode, which you unlock after completing the Adventure mode.

In there you can:
- copy the progress of one user onto another (usernames are saved in the users.dat file)
- edit the 5th byte of a userX.dat file to set the level as mentioned here: https://gamefaqs.gamespot.com/boards/959255-plants-vs-zombies/49525037
