The zombies are just the pins. Something to knock down. On the plant cards, when you choose them, you can see, what they are developed for. "Bloom and Doom Co." I think Crazy Dave wants destruction to all zombies for what happened to his daughter. In the night level, sometimes graves pop up that say "Just Resting". He may believe he can get his daughter back. Maybe that's why he named his time machine "Penny". To go back in time and get Penny back? And even in PvZ Garden Warfare 2, you can see Girl Scout Zombies. And in the Garden Ops, you have to do missions that seem like stuff girl scouts would do.
For example: run through all the checkpoints and bring all the chickens back to the start point. And what does Crazy Dave keep in his backyard? A pink tricycle made for toddlers! Don't forget he is a crazy super-genious. He could find a way to get his daughter without causing paradoxes.
