No, these are the original DOS versions.

Just go download Ur-Quan Masters from sc2.sourceforge.net it's free, open source and it has the 3DO and DOS soundpacks with voices.

I can understand why. They want to sell the game. That's fine for me as I want to buy it anyway. But for me, it would be a big Plus if I could use the Voicepacks with the steam version of the game.

Hope they come out with the 3DO version as a DLC for everyone to buy...

If I get the steam version and manually download the extra sound files, will steam auto delete the sound files or will they stay?

Would love the devs to 're-lease' a SC2 redone with new graphics and new multiplayer but same story.

They should stay since Steam doesn't know about them. If you validate files though, no promises!
