I Googled the same problem and I got here. I pointed out that there might me a bug (at least currently) that I noticed. How it this unrelated?
What is unrelated is complaining about this, when you can just unsubscribe from this thread.
1. Go to Settings and click System.
2. In the Display tab, scroll all the way to the bottom and click Graphics settings.
3. Under Graphics Performance Preference, make sure its set to Desktop app and click Browse.
4. You're gonna have to find the actual application. I did this by going through these files:
C:/Program Files (x86)/Steam/steamapps/common/SteamVRPerformanceTest/bin/win64/vr
Double click and the app should show up in the settings.
5. Click Options and then click the setting that is above your graphics card. It should say something like
High performance
GPU: Nvidia GeForce ____ (or any other brand of gpu)
6. Click Save.
7. Double check it's on high performance. It should say it right above the file path and right below "vr".
8. Restart your pc.
9. Run the application.
It should run better. When the test ended for me it still said my graphics card was the integrated graphics but it ran a lot better at 90+ fps v.s. 15 fps. Hope this helps.
I do have Windows 7.x and i used the Nvidia tool - but i wonder why the PC would need a restart to have this settings established. Just closing the application and starting it again should be enough.
The current version of the tool seems to still have the problem of "false" GPU reporting.
And the current version of the tool seems not to report any sort of fps values - at least i did not find any such value in the default results view and neither with the extended drop down part on the lower end of those window.
