I figured out that controller connecting problem... insteab of going that "SteamVR > Settings > Devices > Pair Controller" tab it is just needed to hoover mouse over grayed controller in SteamVR window (the one that shows headset, controllers and lighthouses on green) and left click on grayed controller... it gives option to repair just the one... So klick that and start controller repairing from controller that you want to connect (one at the time) (was that like holding down menu and system buttons...) and woila both controllers paired and workin... and wont even disconnect anymore ;)

this morning one controler had out of date software (last night they were both up to date)
blue lights, but icons stry grey. Plugging them into the pc leaves the icons grey.
The following steps DID NOT GET ME CLOSER BUT FURHTER FROM MY GOAL.
Hold down the trigger, menu button, trackpad button, and grip buttons
on the controller (everything except the system button).
While holding the buttons, plug your controller into your computer
with a micro USB cord.
Wait for five seconds and release the buttons. Ignore the new storage
device that appears and unplug the micro USB cord to reset.
I did manage to get both controllers to be visible in VR, but I had to have it wired on USB to my computer (15' cable). the controller that is "working" wirelessly tends to float around and vanish regularly.
and to be honest I'm not even sure where to start the RMA process as there are 2 companies involved. I started on the steam end as I heard good things about them :/

this took 3 tries
to get my controllers to pair I had to string an extra usb cable into the play area and plug the controllers in, they would show up, I could unplug them and they would stay paired.
I never actually did the pairing with the two buttons in the end, just the pairing using the long cable.
When I reset the headset they were unpaired again. When I rebooted after re-paiting they stayed paired.
In 15 min of gameplay I did nto encounter any (abnormal) issues. more "testing" this weekend.
the 3rd controller vanished from the console, both of the light houses re-paired themselves and became green.
running a cable from my pc I was able to pair one controller; so back to one green and one bleu :/
going to re-initialize the thing again and then unplugging every other usb device and hope it it ok. atleast all my other devices are on one hub.
