First: Create (or find) the voice you want to make. (Ex. Juri from SS4) You'll need 14 voice files per class that you want to change, and they need to be in the .wav format. They will also need to be named correctly, since the game calls on the files with specific names for each voice command. (ex. dis_01_m is the sound of the Male Striker doing the "Come on" command.)
Second: Once you've got the voice you want and the files ready, open up Rumble Fighter. While you wait for the game to patch, go ahead and select the voice files you want to use and put them on your clipboard. (Shortcut is ctrl+c)
Third: When the Gameguard portion comes up, that's when you'll want to go to the Rumble Fighter > res > 070100_Voice folder and paste the voice files. (Shortcut is ctrl+V)
Last: Log in to the game, go to the training mode, and use any voice-lined command, such as /ready, /comeon, /haha, /taunt1, or /cry. Alternatively, you can just equip your exocore, as it'll play the morph voice file. (morph_01_m is Male Striker, for example.)
As for finding the voice packs, I think you can find some on Youtube. I hope this helps!~
