Report a translation problem
I have yet to test the game on 4k, and seeing as the graphics subsystem is based on a VERY old Microsoft DirectX tutorial it would amaze me if it works currently out of the box.
My guess is that it's not an issue with 4k, but with the crappy windows scaling. This would make sense in your case, as your workaround disables the windows setting and gives control back to the application. Try setting your display to 100% and try to start the game again without your workaround, would be interesting to know if this fixes it.
If it's based on old DirectX scaling wasn't probably a thing back then...
