Zhao noble horse archers
Why are they available for a short time, i.e., only during the warring states period?

OK, but I don't see why they would be prevented from building one specific unit type.

All Chinese nobles became horse archers in later periods. Your horse archers don't disappear, they just stop being a special unit for the Zhao.
