I think bridges could work best by giving all units crossing or fighting in river terrain a flat debuff or disallow crossing during combat altogether by non mounted units (a horse can ford, a dude on foot in heavy armor and offbalance carrying weapons is alot more risky, let alone under arrow fire) We can imagine that out of combat, that unit has time to make a little raft, or get to know the tides or wait for low tide or whatever floats your boat, but in combat they wouldnt have time to do that, just as a little in universe justification.
The system is already in place to allow building buildings on only suitable terrain, so it could probably be used to allow the building of bridge buildings on river tiles flanked by land (so no building a bridge across a lake for example), giving that bridge an automatic road so that navigation ai automatically favors taking it etc.
