But it proofs it's not my PC, it's the game which has problems..

You can probably do some tweaking of your own for the resolution, as I think that doesn't have that much of an impact on performance. If you want to keep the background, don't change the HDR setting (keep it at DEFAULT). I'm also thinking the TextureDetail and EffectVolume settings don't affect performance that much.
Setting RefreshRate to 30.00Hz prevents the game from running at 60 fps, but it's still very fluid. If you have better specs than mine you can probably keep this at 60.00Hz.
I'm not sure what TextureMipLimite, JobThread and RenderingThread do, so I didn't touch those.
Make sure to set your config.ini file to read only. It should then keep the settings, however the game will crash when you go to the PC Settings in-game.
