This guy shows how to set up a directinput controller through steam and have full customization over how it works just like you get with the Steam controller or Dualshock 4:

I decided to make my own tutorial on how to setup a directinput fightstick to work with any game on Steam.
1st Gen PS3 TE sticks do NOT WORK on PC,
-TE
-TE Round 2
-TE MvsC2
-TE Blazblue
-TE MvcC3
-Don't know about Gen2 TE's (SSF4 sticks and Soul Calibur 5 sticks)
it's not just this game, inputs don't get detected on PC unless you have a USB 1.0 VIA Chipset, which requires to buy an $30 external PCI-E card.

Also using brook converters (PS3-PS4, PS3-X360) on a 1st gen TE's doesn't work either (there is a thread on SRK about this).
Source: Myself and my PS3 MvsC TE , PS3 Round2 TE and Asking on Brook threads.
The only way is to takeout the PCB and put a Brook PS4/PS3 pcb in.
A lot of early PS3 sticks won't work at all though regardless of game.
