If Sigur is already dead (killed by Bast), and/or you have become enemies with Fink (checking his shop without buying anything) before obtaining the shield from him, then you cannot use the Phoenix Down regardless.
I can't remember what reward you get from the completing the quest, but it does change the Corpse Shield into the Plank Shield when you initiate the quest, which is a rank B shield that only requires 1 STR.
You can get the Necrotic Shield for 500 essence in the sewers, which has the same stats as the Plank Shield, so don't worry about missing out on it.
I did not realise this until whilst yesterday whilst running through new game +8, but if you do the above Corpse Shield quest, and then pursue the Thalamus's Gambit ending, you will meet Sigur again later on in the game, in Death's Realm in the afterlife, she will make comment about finally being reunited with her brother. Not a massive interaction, but I thought it was a nice bit of flavour.
