I found the one hanging around Caer Siorai, but I can't figure out where its twin might be. It's the only one I haven't found with any character, barring Xyar's second one because I haven't fought him yet (I'm assuming it's in his little dwelling).

You're likely missing the one that's outside. One level above the higher shortcut to the first Idle, go left and you'll go back outside on a separate roof. There'll be a few Magisters and a Valkyrie you'll have to kill, then you keep going to the edge. drop off. On the ledges, there will be the Drake Knight Shield, an Ascendant Cape, and the elusive Phoenix tome.

The other one which you likely have is located if you go right from the upper Idle shortcut, take the infinite flower, and jumping right. You should find a chest with a Seed of Knowledge in it, and going up will be the Phoenix Tome.
