Download the "GAME' folder from that link.
To install, first download the game fresh with steam and run it once and create a ingame profile and then quit the game.
After that, just drag and drop the GAME folder you downloaded right into the 'STAR WARS - Galactic Battlegrounds Saga' folder. It will ask you to overwrite the current "GAME' folder that is already in there.
Accept the overwrite and run the 'battlegrounds_x2.exe' in the new 'GAME' folder you just updated. It will open up a config box that lets you pick a new resolution and enable 60fps as well as a few other things.
(P.s just ignore the MOD DB website version. It is out of date, even with the 1.1.1 patch, it is still really out of date and contains bugs like 'no music ingame' and whatnot.)
Nope. SWGB in general, just like AOE2, has absolutely zilch support for the Steam overlay. :| It's just not possible.
