If the game crashes on startup / Если игра не запускается
The game requires Microsoft XML 4.0 to function, so Steam should install the MSXML 4.0 SP3 on the first run. If it failed for some reason and the game crashes on startup for you, please download and run the installer using this link:

Игре требуется установленный Microsoft XML 4.0, поэтому Стим запускает соответствующий установщик при первом запуске. Если по какой-то причине установка не удалась и игра выдаёт ошибку при попытке её запустить, пожалуйста перейдите по указанной выше ссылке и установите необходимый пакет с сайта Майкрософт.

Прошу прощения за оффтоп, но не знаю куда стучаться :)
Проблемка такая- в учебной кампании при переходе из стратегического режима в тактический- просто черный экран. Музыка играет, ну и всё. После двойного ALT+TAB интерфейс проявляется, но игра- в режиме паузы и паузу ничем не снять. Есть какое-то решение? Заранее спасибо.

У меня такая же проблема, как решили если не секрет???

i uninstalled XML 4.0 and reinstalled and the game still crashes right after i see the cuban missile crisis logo? is there anything else i can do to get it running

I would try setting compatibility modes for the executable.

where can i find the executable? i looked in program files-> steam-> steamapps -> cuban missile crisis and its not there unless ive been looking in the wrong spot

There should be the file called Game.exe in steamapps\CMC. If you don't have it, chances are your anti-virus software deleted it.

WASTE OF MONEY

I have Windows 7 64 bit and the game executable (aptly named game.exe) crashjes on lanch.

If I right-click it, go to properties and set compatibility mode to Windows XP or anything earlier, and then double click to launch, nothing happens. I dont even get the crash warning. So I go to task manager, to the processes tab and see game.exe running. But nothing happens. So I manually terminate the process.

P.S: I also tried to run it in administor mode. Same result.
