Report a translation problem
I would say report to WB to reset your garrison but, I doubt at this point since they stopped updating the game to do anything about it anymore.
But that clean all the garrison and need few things, but in years of search I didn't find a other one.
You need creating a new steam account, using the family sharing system to grant you access to your own game, no need to reinstall it, its just already on your computer.
And after that If you just don't want to start to zero again, you have to do few steps to copy your save and use it, and for that game that a bit unusual to fulfil that..
For that you need to follow the video on youtube named "Shadow of war - How to transfer a save file from a steamID to another one' and each step.

Making a New steam account to play the game with a working garrison is NOT FIXING the problem on a persons MAIN ACCOUNT.
