How to Get Captains?

I have an empty spot on my Garrison. How do I fill it with a captain?

just advance time on the tower or any fast travel point and another orc will show up

Click an orc you captured that is outside the wall and promote to Captain, don't remember if resources were needed.

There's no ordinary orc outside the wall. All of them are captains.

Many are confused with all those ranks. Captains, Commanders, Warchiefs etc.

You solved your issue? I assumed it was you having 1 empty spot in the board and no one spawned in it but wasnt sure. If by garrison you meant army board or the online garrison thing.

Yes, I just skip time on one of the towers with palandir, then it refills the empty spot.
