Oh you didn't like 300? You wanted the max to be lvl 5? Okay just do the same thing again. And you can design the game to take whatever number of hours of gameplay to get to the max level you want. For only 5 levels maybe it takes a huge amount of XP and days of gameplay just to get to level 2.
If this isn't good enough, you can design it the other way around so that you start with starting specs/weapons/armor for lvl 1, and every level you go above that will have a multiplier for specs/weapons/armor... to infinity... well you get the idea. Except if you try to do it that way you'll have to create an infinite amount of artwork for all the different outfits for every level. So at this point you can't have infinite levels unless you figure randomly generated stuff.
There are no rules. Design it any way you want. It's your game. Then when people buy your game, they can complain and you don't care: "Write your own damn game then!" This is what the devs say when they read the forums.
