Celebrimbor always had complete control over it, the Tower tell you this.
SInce Celebrimbor and Saruon merged, one could assume Celebrimbor is gone now too, however like Saruon most of him is now in the ring, so he could still be alive in the ring. Much like Saruon was.
As for the new ring, ether that will be the focus of the Blade Of Galadriel DLC.
Or it might lead to the thrid game.

Thanks everyone for the help. I haven't seen the trailers or anything for that big DLC that's coming. I figured it would be about the ring though... Lol

Probably destroyed. Most likely by the Blade of Galadriel in the upcoming DLC, but it not it would inevitably have lost its' power- which would still be a reflection of Sauron's- after the One is cast into Mount Doom at the end of the Third Age.
The Devs do play fast with the lore, but I don't think they play half as loose with it as they usually are accused of. And I do think they have really stayed true to a lot of the *themes* of spirit of the canon even if not to the letter.
