Why are all the captains in Nurnen so low leveled?

I'm level 47 act 4.

give it alittle bit to catch up. They were that level when you left it last probably. They will be a few levels above you in a rotation.

I've played a lot since I got level 45 and they never level with me. Nurnen is a really buggy region.

Enjoy it. I would like an area where I could actually grow my captains instead of just getting them fully leveled.

Any new captains that come in will be high level. And they will kill your orcs off very easily. All mine were super low leveled and all the nemisis mission were level 23 going against 54 when I went back lol. I just picked the orcs I liked and wanted to save and helped them out they will jump a lot of levels if you help them win the missions

You know you can order your captains to reinfoce others in missions? Say you have your 23 vs a 54, it would turn into 3 captains lvl 20-ish vs one lvl 54. And if your guys wins, he will gain like 20 levels.

You should have started by conquering that region first.
Before I decided which region I would start, I looked at the fortress level and Nurnen had the lowest one.

Still, if you advance time, orcs should level up.

They do not change spawn level till act 4, once in act 4 kill them and they get replaced with real ones.

When entering act 4 NEW orcs should be roughly around your level. Until then its usually lower. Generate some new orcs. Or level the ones you have. Leveling is fun because orcs you might have had at level 15 wth feew or no weaknesses can get truly territfying by the time you get them up to your level.
