Shaming/Spying in Online Vendetta missions

If I go into an online Vendetta and shame the target or assign it to spy on the warchief, does that actually happen in the world of the player that the mission takes place in?

There's always been one in each region for me, how many friends do you have that own the game?

Two I think. Isn't online vendetta for random Shadow of War players, not just friends?

Yes but it will try to give you your friends over random. SOM used the friends list for this as well.

As person who played both first game anow this , its sometimes not apears when you initialy load the game and do apear after couple of minutes or travel after couple of minutes tho sometimes longer

once they start to apear i got no problems and can keep doing them normaly
