This is a great point that I second. Developers should allow players to distinguish between languages, allowing us to select language packs. That's actually pretty common in software distribution, I don't know why it is not a feature yet when it comes to video games.
There was a game, I think Final Fantasy 15, but I am not sure, that got an insane update of 15 GB (1.5 GB? Pretty sure it was 15 GB though) that was nothing else than localisation of Simplified Chinese, if I recall correctly. I do not play in that language and having to wait through that download that has absolutly no use for me, yeah, sucks.
Blizzard actually does that with their games, like Starcraft 2, so it is definitely in the range of possiblities. Could imagine companies do not do this because it requires investigation (and thus money) into what is needed immediatly and what can be downloaded in the background without breaking the game. They would also need to add an algorithm to prevent players from running into areas that aren't downloaded yet, so there is plenty of stuff to consider.
