you can spam any skill you want - if the orc is pretty much immune to everything it's still nice to have. Wrath gain in general is pretty good, def not useless. Not even close.
If it's a big boy with immunity all over the place, check if he has vigilant against stealth.
If not you can drop him while using Wrath as well. Spread some terror and stealh attack him over and over again.
So yeah I would say you are totally wrong regarding Wrath beeing useless.
If this comes to someones mind, he makes bad use of it.

well i played before with elvenrage alot before , but it ended up in being rather a "waste" once i met enemies being arrow proof or execution proof and sometimes if i remember correctly they were stealth immune ... so i saw no use for it , since my gear didnt had anything for gaining wraith.
and so i dropped it and never really used , but if i get it right ... if i have it it allows me to spam execution and raise dead and instant domi soldiers to gain health back and wraith ? and go in stealth mode to stealth attack him over and over again ? I probably have to run away and sneak back right ? ... but wouldnt it be useless as soon as i met someone vigil against stealth , immune to arrow and execution ? ...
An uruk captain is rarely alone and no uruk grunt has immunities. I once took on a tough slaughter tribe group of captains with *alot* of uruk grunts and afew ologs surrounding them.
In this situation I had two choices;
Option 1: I could decapitate every grunt in sight. Each execution would recharge allowing me to chop till I drop. That option is great in assaults or enemy compounds where enemies are numerous but spread out. Only problem with this is decapitation prevents resurrection. You won't be raising all of those killed, only some.
Option 2: This is the option I went with, use fire explosion to destroy the grunts then spam raise dead. This was perfect for this situation due to how close together all the uruks were. Because my build puts a heavy damage resistance on all undead allied uruks it essentially turned a disadvantage into a massive advantage. No uruk captain is immune to attack from other uruks. The uruk captains were massively weakened by their assault and I picked them off one by from a distance.
Depending on how you use it wrath can instantly turn the tide of a battle in seconds.
you spread terror to use ''stealh'' attacks mid combat - try out brutal cold and you are good to go (curse is good for terror as well in general). That's how you stealh attack, you don't run away and ''reset'' a fight. There are several ways to do it, so experiment (I only mention brutal cold, cause it's pretty fast n easy to use). First of all it's extremely rare you will encounter orcs with immune to pretty much everything AND stealh - second it doesn't matter at all, cause you can still auto attack him anyway and deal more dmg in wrath mode. Waters of lorien works well for auto attacks and dashing all over the place - wrath slo motion helps to avoid hits.
So yeah what ever instance it is, there is none wrath beeing useless once.
