Were is shadow dominate i cant find it in my skill tree is it in ranged ? or wraith?

i did every single quest and unlocked it the skill but some shadow of the past missons are still locked do i have to equip it first?

It's the last skill in the Ranged tree, at the bottom of the 3 extra skills associated with Shadow Strike. I don't remember how it's unlocked (either with a skill point, story advancement, or shadow of the past), but it should tell you if it's still locked and you mouse over it.

If it's unlocked, you have to "equip" it before you can use it, and you can only have one sub-skill active at a time.

Yes, you have to equip it first. It's in the ranged tree, one of the Shadow Strike upgrades
