Outfits and personalities? There's a lot already. I was on the discord channel before SoW launched. When asked about why the nemesis system won't become the standard in the industry the devs responded by saying that they estimate that a player will only see half of the created content in the nemesis system. Most publishers prefer to make video games where all gamers are going to see all the content so none of the money is wasted. That's the biggest thing about creating a game where each player can have there own personal stories.
We are lucky to have shadow of mordor and shadow of war. =D
