Orcs Over Level 80

So, I've completed the game and got to level 80, at which point I figured I'd be able to recruit pretty much all orcs I come across instead of like early game where you need to shame multiple times to recruit most orcs.

Instead, most of the orcs I've encountered since getting to level 80 have been level 81-85, thus making me unable to recruit them. I know it isn't a bug, that the enemy level cap is 85, but is this supposed to be happening so often? Really annoying leaving cool looking orcs with the brand.

Well, that is actually how the whole nemesis thing goes, really. Some orcs that you come across will be a higher level than you and if you want to recruit them you will need to shame them. This, like meeting an orc multiple times, activates the little "story" between you and that orc.

Personally, I don't recruit orcs out in the wild as much anymore, unless I see a special orc. In my case, I play the Online Conquests to get my orcs. As for the level 81-85 orcs; I just kill them to get higher level gear for Talion.

The developers said the orcs are supposed to band around Talion. So a Talion level 80 will find orcs from level 75-85. But it seems that orcs your level or lower aren't very common.

I am in nurnen(shadow wars) as a level 50 something, and all I am getting is level 11-20(a level 40-50 once in a while).

I believe once you complete shadow wars the level cap is raised to max level (85) in every area. I've been messing about in Nurnen recently, it's one of the places I've been noticing the over level 80 orcs. Almost wish I'd not completed shadow wars so I wasn't having this issue, but meh, based on other replies it seems I'm just getting unlucky for now.
