Bug: No orcs!!

Really weird one this. I'm just a couple of hours into the game and spending a bit of extra time in Minas Ithil before moving on. Accidentally got into a fight with a high level captain that I could only just handle as lots of other joined in. Finally killed the last captain that was locked on to me and picked up the dropped item... to find the orcs had gone. I don't mean in the immediate area, I mean in the whole map!

Then got excited and started grabbing map items without orcs getting in my way. Game becomes quite boring though when the map is completely empty! Fortunately, it all went back to normal after picking up a Shelob memory.

Looks like something happened that stopped the orc spawn routine in the background. Anyone else had this 'problem'?
