Does act 3 start after conquering the last fort?

I recently conquered all forts except Gorgortoh and i defeated Helm Hammerhand.

Capture all forts and do all the story missions and then begin the thing where there's no turning back.

Ive heard somewhere that the final quest is also final eltari quest. Is that true?
