Unfortunately they arent as good as the shadow war segments, the shadow war defenses always had at least one legendary but the defenses in the endless sieges rarely have a legendary
Pity about the underwelming defenders. Some of those Leg War Chiefs put up a good fight. :)
Think about it, you can just start the Siege, kill the Legendaries, and then end the Mission, let the Fort fall into Sauron's control, and then ANOTHER Legendary becomes Overlord and you can siege the Fortress again and kill THAT Legendary.
It's basically a grind-fest if Legendaries were as common as that in Endless Sieges.
Kill that tough Leg and he only has a 25% chance of dropping a leg gear piece. Also if you do not get a Leg gear piece you get a white item. :)
