Report a translation problem
The first captain should be a Dark Olog. Not your Nemesis.
I'm very happy because I fixed it. The problem is that this mission is about to defeat Talion's nemesis and I killed every thing that I found in the game (the orcs that killed me in the past also), so, I didn't had a nemesis.
To have a nemesis you just have go anywhere in the map and let the orcs kill you. Once that the orc that killed you be degree, go and try "The Arena" mission (don't jump the intro, just in case). And that's it.
If it works you will notice that the Orc that you used to fight at the begining (the one that have only one eye) will be the 4th champ to kill.

The Arena Mission is broken, no Champion ever appears:
If you are stuck on the Mission in the Arena in Minas Morgul and a champion or your Nemesis isn’t showing up, this is likely because you are higher level than the intended for this part of the game – 11. WB Games Support confirmed it on the forums that this is an issue and will look for a fix to it. Players reported that starting the game over and doing the Arena before you reach lvl 11 works fine, but if you try to do it past lvl 11, you will most likely encounter the same bug.
I had this glitch on PS4. None of the fixes I read about worked at all. What I figured I would try was to turn off the internet to my console, and play the game offline. I'm happy to report that that has worked for me and a few friends.
It seemed to me to be a problem with my WBPlay account trying to access data from SOM, so turning off the internet cuts the ability for it to access the network, forcing the mission to take data from the offline source.
