He was broken, I pressed C.
I think I tried it before and don't really know what was different from my other trys, but it worked.
for me, what seemed to work is going to the first story skill (Drain) and changing from the Dominate mod to a different one. When I went to Consume the guy at the end of the fight, it did still dominate him at the same time even without the Dominate mod on the Drain ability, and I got the secondary objective as well.
I don't know if this actually mattered, though. That skill mod seems to be more geared towards the Drain on normal enemies, either from afar by holding B, or the stealh variant of it. But the Consume ability is definitely the A + B combo, it seems like you know that already though, so I'm not sure if it was changing this skill mod that made the difference or if something else wasn't set up right that was causing it to not give you credit for it.
Just make sure that when you end the fight when he is broken that you Dominate him using that Consume combo ability, not the regular Drain or a Stealth Drain
The point is that the ability you need to use to get this secondary objective during this mission is the Consume ability, the A + B combo ability. But you can only use it on a Captain if they are Broken. However, doing so will also Dominate them... it seems like the OP wasn't able to get the secondary objective because the Dominate would override the plain Consume or something. But anyway I just did the mission myself and that's what worked for me.
Knife and fork usually. Unless he's well marbled. In which case a spork might be adequate.
