How do you unlock Shadow Strike?

So I'm trying to do one of the side missions but it says I need to unlock the ability Shadow Strike before I can access it. Thing is I have no idea when/where to unlock it. I looked everywhere under the skill tree both optional skills and story based skills but see nothing about Shadow Strike. My next main mission is to go to the tower that is under seige so I dunno if it's unlocked there or what.

Shadow Strike is the last main ability in the 'Ranged' tree..? Don't think ya looked too hard lol
