Report a translation problem
First thing i tried was something i found at another place where disabling steam cloud sync for the game, that didn't work alone on its own, it was still repeatedly reverting back every time i reopened the game, Then after digging around the shadow of war updates i saw they changed the save folder from "Documents/WB Games/Shadow of War" to the Local App Data Folder "%localappdata%\WB Games\Shadow of War", so what i did since i realized it saved the game and didn't mysteriously revert back until i reloaded the game after closing it, so i made some progress in the game enough to cause a few saves to happen, then before i closed the game i went to the new save folder in the local appdata i copied the whole save folder by compressing a backup to a zip file, and i replaced the whole documents folder with the folder i made a backup of and replaced the saves in the steam user data shadow of war folder for the new saves that a copied in the new save folder before i closed the game, the next time i loaded it resumed where it was supposed to and the next time it saved it did it successfully, i cannot guarantee it will successfully fully resolve the problem for the rest of your gaming experience, but if your that adamant about playing the game then making a backup of the folder each time before you close the game and replacing the files when progress is lost is a small price to pay in the long run compared to losing hours of game play progress.
The whole fast travel and progressing time to force a save did absolutely nothing, until i completed those steps it would always revert back to the older save, i have not been able to make the save progress until following those steps, try them out and see if it works for you.

yea... this works for me... This is what I will be doing until a fix is avaliable

im doing the same thing, it seems like the game would automatically updating the savegames in local/WBgames folder (only) rather than steam/remote folder which is the one they use to load the game.
it will always load the file from that folder until we delete that file, then it automatically import the updated one from local/WBgames folder. So i always delete it manually after i quit the game and let themself get the new updated one everytime i started the game. Such PITA and idk how to fix that.
