how do I capture cirith ungol?

Everytime I kill the overlord of cirith ungol the game decides that I should just stumble around with my arms outstretched on the overlord's balcony instead of giving a speech, how do I fix that?

That happened to me too, I let it go on for a while (I pressed all of my controller's button while waiting impatiently ) and then it proceeds to region conquered screen.
