That is weird, do u already have the "Dominate" skill?

You probably changed this skill upgrade: https://i.imgur.com/rny2B4U.png

I think thats a bug or you might have a gear that makes their head pop out when you drain em

You changed your skill from dominate to full heal most likely.

On your drain skill there's a modifier called "domination" that does what you're asking. It unlocks with the story and counts as a skill modifier. You can't use any other drain modifiers like the one to replenish elf shot or the one that heals 100% or else it deactivates "domination" of grunts. You'll always be able to dominate captains/warchiefs/warlords no matter what.

Oh that is good to know that is a pain if not mistaken in the first one you can still dominate it would give you an option of drain or dominate that sucks :/

I had this bug very early on, but figured whatever I'll use the level 23 dagger of horrors I picked up that causes heads to explode when draining. After replacing that dagger around 30 I noticed it had stopped entirely and I was finally able to stealth dominate properly. Regardless of my weapon and skills this was still happening to me no matter what I did. At this point I've got all the skills and damn near every single one has an extra, so I'm not entirely sure what the hell I did to fix it. I tried everything previously too. Disabling the skill upgrade to dominate and relogging just to reenable it, but nothing would work.

Only thing it worked on when the bug was active was anyone that had some sort of dialog. (Worms, captains, quest NPCs)

yeah found out it is the story dominate skill section, guess you can only have 1 sub skill linked it disables the other this is a poor design imo. I remember being able to dominate and still replenish my arrows and such. Dissapointing

The new way allows you to focus your efforts on a single goal, as in easily draining or easily dominating. At any given point you can just open your skills and toggle the ability. Hell, B is even the shortcut for the skill window, so it's real easy to jump straight to it and change what you need in a fight. If you're not using this trick at higher levels I quite honestly think you're insane.

It's such a stupid way for the game to handle that skill (and some others), the story sub-skills should just stay on by default. Why force all this pointless busywork on the player of constantly switching around?
If that's what they really wanted they should have given us the option to create our own custom builds that save gear and sub-skill selections.

In some ways, this new skill system feels way more limited than SoM with its runes.

You're being short sighted. They just simply moved the abilities around as now you have way better effects on gear than the previous game. Simple things such as a better weapon that offers more overall elf shot (I'm currently at 12 max) or one of the many effects on gear that replenishes it on certain efffects such as dazing a captain. Hell that same bow that gives 12 elf shot also gives a 45% chance to poison and 4 elf shot when dazing a captain.

Side note, we seem to have had different issues then, I wasn't even able to fix mine until much later in the game. Changing the skill as you mentioned had no effect. I was either able to dominate worms only or no one at all as if I had the dagger buff stuck to me.

Not saying the gear section is wrong just the skill tree I have an issue with. I liked it before where I could replenish and dominate at the same time without needing to keep pausing to switch my skills around to get it how i wanted.

My point is that you don't because there's other ways to replenish while doing other things, not to mention the ability to drastically increase your quantity to limit the need. With elf shot pickups also fully filling your elf shot, the increased quantity also shines even more. Close to 30 elf shot while full and standing next to a refill with just a good bow. I'm not even sure what you'd need that much for. Plus it's not liek there's only one pickup.
