i farted :)
you can gain skill points outside of leveling up also.

You get skill points from various other things. You get one for completing a bonus objective in each of Celebrimbor's little memory missions, you get one each time you take all of the watchtowers in the region, and you get one as a one-time reward for one of your orcs winning a fight in the pits.

I'm level 30 and I have all the abilities unlocked with a secondary upgrade also unlocked

I'm level 30 and got pretty much everything that's useful.

My only problem is the fact how -stupid- some of these decisions seem to be compared to SoM You can have Drain/Dominate, or "Drain/Gain Arrows" but... In SoM You could Drain/Dominate/Gain arrows all together...Why did some of these suddenly become suddenly mutually exclusive....It makes no sense lore wise at least.

at level like 20 I've unlocked every skill and im making my way through all the upgrades :p you get most of the skill points from outside leveling. COllect al lthe stuff, do side msisions, complete all the bojectives in the flashback missions, do everything xD

because im som you were a overpowered sob pretty quickly. They're making you choose what you want your abilities to do now instead of just giving you everything all at once

they made it so you cant just be ♥♥♥♥ yo couch in every fight by having every skill. it wouldnt make sense if your elven light was fire ice and poison explosion. this way you have to pick and switch between based on an encounter. makes it so you have to strategize instead of just becoming a God as you level up

In some of them it makes sense (you can't have your old Wraith Flash ability be both a fire blast and an ice blast), but in the dojmination/arrow drain one I wish they'd kept it how it was in the first game. Or at least give us a quick way to change it on the fly instead of having to go through the menu every time we want to change it

I think they set up the new skill system to make the game more challenging. Because there's a lot of things that just get broken when combined, like they did in the first game. :p

As for getting skill points, you get them from:

Leveling up
Finishing Pit Fights
Getting Gondorian Artifacts
Finishing Shelob Memories
Finishing Celebrimbor's personal challenges
Probably more I can't think of right now lol
