Domination Level

Does anyone know what determins the level of Captains we are able to dominate, I am sure it's based off of our level. Is it our level +# or just our level does anyone know?

You can dominate your level and lower

You can dominate your level and lower

As this says, you can only dominate captains and such of your level and lower. And their level can not exceed yours after they have been dominated.

I should also add you can shame enemies to lower their level however there is a slim chance they will become stronger or become deranged and just say one thing over and over

Ok that's why, I ran into a guy that was my level, but I was running items that gave bonus levels after domination. This answers the situation that brought up my question. Thanks for the info.
