Siege upgrades are permanent?

I thought those prices were for each siege but the upgrades I bought are still there to use again. I'm not sure but they could be locked per region. Even still that's better than buying every time.

Each region you have to repurchase. But yes it's permanent when you buy it in that region same with defense
