cant find the last artifact in seregost

I assume its the same one i had issues with. It's in a cave in which u enter from climbing the light blue ice that u can reach from ground level outside the fortress.

It has already been mentioned about the two that are commonly searched for. The difficult one to find that is shown with the towers requires you climbing up the ice waterfall (or falling onto it via drake) and entering a cave and going through it. When hovering over it on the map it even shows the outline of the cave. Don't confuse it with the one to the right of the waterfall that doesn't connect.

Other one that isn't shown through towers is done through questline. Just keep doing the quests in the region and you'll grab it.

If it isn't either of those two then it definitely should be on your map from the viewing towers and are easier to find generally. And if somehow you actually grabbed all those and still are short then you ran into a strange bug because many others got them all.

There's one of them that when reached shows that its below you, but I cannot find how to reach it. it seems to have a cave entrance leading to it, but the entrance is closed up by rocks.

Probably the one I already mentioned with the waterfall =P You can reach the base of the frozen waterfall I think it is inside the enemy fort there just behind you. You can just latch onto the frozen ice and climb up. Grab a caragor if you are having trouble.

IIRC there are a couple strands of ice or ways you go that stops you, but in general you just climb it like any wall and keep jumping up. There is a cliff and cave on that waterfall that you can go in and should lead to the difficult to find one.

If you see a cave that is next to the water fall and not up it, that is a different cave system. It is just to the right I think. But the one in the waterfall requires you to scale it (or jump off from a drake) to access it.

There is one behind a waterfall as mentioned, it's actully very easily climbed with a catagor.

Also there is one that you get from Gondor quest if you haven't complete those.

is the one from the mission with the poison still available after? I didn't even notice it and it's driving me insane trying to figure out where to get it
