No, the role you play as is Talion a ranger of Gondor and you are primarily a swordsman/archer like Aragorn was. You have magic in some sorts from the elf spirit inside you, Celebrimbor(Spelling) and that's more or less it.
You play a defined character and play through a story. It's more of an action RPG. You level, you have skills, have gear etc. It just has RPG elements, i wouldn't call it a fully blown RPG.
I would call it an sandbox game.
There is a story but the real meat of the game is the nemiss system.
The moment you unlock domination(bad devolpers for not giving it to us from the start)
That is when the game truly becomes alive.
Trying to enslave orc's.
Getting them up the ranks.
Building an army.
While constantly trying to avoid the many ways you can die.
Sot far i have to shot to death, burn, stabbing, posioned, etc.
There was the this time i nearlly killed my target when some assasin showed up and tryed to kill me.
Was all smug about it too.
In most games that would be a cutsence or scripted event.

I suggest getting shadow of mordor first.
It will help understand the story and shadow of war is pretty much just more of the same with slight improvements.
