Dragon Song Won’t Work

So I finished Carnán’s questline all the way, I killed Zog after he was resurrected, I’m 100% sure it’s done. The game told me I got dragon song, so I activated it. And for SOME reason, it just won’t let me use it. In my hud, the skill is greyed out. Left on the d-pad does nothing. Can someone help me out? Am I missing something? Is it bugged? Am I just dumb?

Yeah, it doesn’t seem to matter where I am. I’ve tried it in Seregost, Minas Morgul, and Nûrnen

Drakes cannot be summoned in Minas Morgul. Try unequip the ability > fast travel > equip ability > summon?
