In MGS V there was a mod how to bring back Quiet as well, maybe some day in the future someone will make the mod.

actualy you can get quiet back , its in the game , you have to complete quiet mission 7 times(after finishing last main story mission)

it is in the game:) no need for mods and if you are that far in game , its not even that hard
