about orc spawn level and regions

well ..I'm 24, keeping doing pits in cirith ungol after i catched its fortress. ahem. in the pit a orc spawned at lvl40 legendary. killed my best captain and i wasn t able to dominate it because its level.

then, at time passings, i get new captains in cirith ungol till lvl 28, still unable to tame them.
wasn t region zone lvl range until 25?

Pit fights have 3 levels, maggot, warror, champion.

The Orc levels in the pit fights get slightly higher based on the region (maggots in nurnen for example is level 15, but level 30 in Morgal).

The regions Orc spawns roughly spawn Orc level 20-40 as you go through Act 2.

Epic and Legendary Orc's spawn a slightly higher level than commans.

Once you get to act 4 Orc's start spawning 40-65.
