Report a translation problem
One Artifact is only available during a Gondorian mission but you obviously completed them all so it has to be somewhere. Check towers, if it fails, find a map and check locations by yourself.
(One Shelob's memory is only available after you got all of the others, but game will tell you).
Well there's only one way to be sure, check each tower and see if everything is discovered on them. There's not much you can do beside that. (Checking each location with online maps would honestly be a chore).

You should be able to, yes. I don't know if you can access them if you unlocked everything (which should speed up the search if this was the case), but you definetely can access them when there's something missing.
I was facing the same issue. I think that some artifacts and memory segments unlock only after certain "story" missions so they are not revealed if one cleanses all Haedirs at the start of the game. I was pretty thorough and made sure that I discover ALL the stuff at each Haedir while clenasing them, so am pretty confident that they didn't appear at that time.
In my case, three Gondorian artifacts and one Shelob memory was left undetected at the Northeastern Haedir at Seregost (which I discovered after revisiting and cleansing each Haedir all over again). If others are facing a similar problem (unable to find the last few artifacts and memories), then I would recommend checking there first.
